docs: add LangBot Cloud tips to en/ and ja/ webhook platform pages

Localized Cloud promotion tips for English and Japanese versions. EN tips emphasize Slack, LINE, WeCom (internationally relevant). JA tips emphasize LINE and Lark (Japan-relevant platforms).
